The Monitoring, Evaluation and Learning (MEL) Manager’s primary responsibility is to support improved performance and accountability by implementing evidence-based project/program management at the field level to guide and improve performance. In particular, the MEL Manager will establish effective monitoring systems for the project and support the design and implementation of sustainable monitoring and evaluation systems in coordination with relevant government agencies and country monitoring and evaluation staff, in line with MEL Pathfinder standards. He/She will analyze, interpret and communicate information in a manner that promotes informed decision-making for current and future program activities.
Minimum Education and Work Experience:
Master’s-level or a higher Degree in Social Sciences, Public Health, Statistics, or International Development, with experience or background in M&E, epidemiology, public health, and health information management.
Minimum of five (5) years of applied experience with a humanitarian organization in designing, implementing, and overseeing monitoring and evaluation tasks.
Demonstrated experience in managing teams and building staff capacity within complex programming.
Experience with MEL approaches for key donors such as BMGF, USAID.
Experience in database design and other tools for information management like DHIS2.
Experience in the use of qualitative and quantitative software for data analysis.
Minimum skills required for the position:
Country-specific public health system: Basic knowledge of the country’s public health systems. Sexual and reproductive health services and rights: Basic knowledge of the principles, practices and services of family planning and reproductive health programming, including program strategies and indicators, as well as the latest professional developments in SRHR, including the incorporation of particular challenges and issues facing developing countries and accompanying measurement issues. Proposal Development: Basic knowledge and skills in proposal development, from concept to full proposal and resource mobilization. Reproductive Health Research: Demonstrated ability to plan, conduct, evaluate and report on results and recommendations of reproductive health research. Possession of knowledge and ability to apply quantitative and qualitative research methods. Data Collection Methods: Basic knowledge of data integrity and collection methods. Applications: Demonstrated ability to apply statistical software applications. Project and Project Planning and Management: Basic skills in managing and planning programs and projects to achieve performance objectives, including timely implementation and reporting of grant-funded program activities. Training Design, Development, and Implementation: Basic knowledge of program design and development. Proven ability to train diverse groups. Community Relations: Basic skills to facilitate working relationships between partners, government officials, and communities. Report Writing: Ability to write reports for a variety of audiences. Self-Management and Teamwork: Ability to work independently or as part of a team, ability to be punctual, and ability to effectively manage stress in a fast-paced environment. Confidentiality: Ability to handle sensitive and confidential information in a discreet and professional manner.
