Background

The   Sustainable   Development   Goals   (SDGs)   are  effectively monitored,  evaluated  and aligned with local and national development  goals.   The  integration of an interactive  monitoring   and   evaluation  dashboard is  essential   to   improve  real-time data tracking,  reporting  and decision-making,  establishing  a clear  link  between policy  objectives,   activities  and measurable  results.
How  can you  tell   the   difference?   Zamfara  State  is   seeking  to institutionalize a robust  monitoring  and  evaluation  (M&E) system as a critical driver  of  evidence-based decision-making and sustainable development. To achieve this, the state government, in collaboration with UNICEF, is  embarking   on  the development of a  monitoring  and  evaluation  (M&E)  policy  that aligns with and  supports  the  national  M&E  policy.  In addition to this policy, the state intends to develop an interactive dashboard  policy  for real-time  monitoring   and  data  usage,   as   well   as  a comprehensive M&E framework to support effective monitoring of the State Development Plan (SDP).  These   terms  of  reference   (TOR)   provide  details on the recruitment of an  expert  consultant to lead the development of the M&E  policy,  the SDP M&E  framework  and the  related  deliverables.

5. Draft an M&E framework for the State Development Plan, including key performance indicators (KPIs) and data collection methodologies.

6. Design an interactive M&E dashboard for tracking SDP implementation and other key development indicators.

7. Support the pilot testing, training and mentoring on the use and features of the dashboard.

8. Facilitate validation workshops for the draft policy, framework, and dashboard.

9. Develop a roadmap for implementing the policy and framework, including training along the lines of M&E, result based writing and risk management.

Knowledge/Expertise/Skills required:

1. Advanced degree in M&E, Public Policy, Statistics, or related fields.

2. At least 8 years of experience in developing M&E policies and frameworks.

3. Expertise in designing interactive dashboards and data visualization tools.

4. Proven experience in conducting stakeholder engagement and facilitating workshops.

5. Strong knowledge of Nigeria’s governance and development context, particularly Zamfara State.

6. Excellent analytical, communication, and report writing skills.
