Job Purpose: Reporting to the Country Director, you will directly manage a team of program managers and senior advisors. The size of this team may vary depending on the size and complexity of the program.
You will be a member of the Country Management Team (CMT). You will provide leadership and promote a culture of excellence across Concern Bangladesh’s programs in line with organizational policies and the country strategic plan. You will be involved in decision-making on strategic issues including geographic priorities, program quality, program development, identifying funding opportunities and developing quality proposals, partnership strategy and other organizational priorities. You will be responsible for the effective implementation of all Concern’s sector programs (outside Cox’s Bazar) in partnership with our local partner organizations (Concern Bangladesh’s operating model is local-led). You will work closely with the team to ensure the effective implementation of Concern’s policies and strategies, delivering high-quality programs with a focus on climate change impacts and partner capacity building.

Responsibilities will include, but are not limited to:
Government Policies and Strategies and Compliance:
Ensure that relevant policies and strategies are implemented across all programs. Ensure that all programs of concern are implemented in line with the country strategic plan and sector strategies. Guide teams on strategies and policies of concern. Program Implementation and Monitoring:
In collaboration with our partners, ensure that all programs produce results in line with donor contracts and organizational quality standards. Responsible for program expansion and lead the expansion of operational areas in line with the CSP building on the current funding portfolio – identify funding opportunities and play an instrumental role in developing high-quality funding proposals. Coordinate program activities across projects, sectors and approaches; support staff and partners and ensure complementarity. Key programming input to all donor proposals. Ensure that Concern’s monitoring and evaluation system is effectively implemented to demonstrate progress and results and contribute to future program learning and development for continuous improvement. Conduct monitoring visits to program areas and provide feedback to program managers, staff and partners. Ensure optimal use of financial, human and material resources in Concern’s work, in a transparent and accountable manner, in accordance with Concern’s systems and procedures, delivering quality results and demonstrating value for money. Ensure external visibility and communication of program initiatives, successes and lessons learned. Ensure compliance with basic humanitarian standards during program implementation.

Job Requirements:
Essential:
Bachelor’s and/or postgraduate degree in social sciences, management, humanitarian action or related technical field (background in climate and sustainability would be an advantage)
At least 8 years of relevant experience in developing and managing emergency and development programs (including at least 3 years at a senior level)
Strong track record in key innovative programming approaches. Proven experience in managing staff and working with partners. Experience in using participatory approaches. Proven experience in humanitarian emergency management and long-term programming. Empathy with Concern’s core values ​​and policies. Flexibility and adaptability to a changing environment. Ability to work under pressure, often under tight deadlines. Fluency in spoken and written English.
