Associate Programme Officer

The United Nations Framework Convention on Climate Change (UNFCCC) is at the heart of the policy process to combat climate change. The UNFCCC Secretariat supports the Convention, its Kyoto Protocol and the Paris Agreement through a range of activities, including substantive and organizational support for meetings of the Parties and the implementation of commitments. Where will you work?
This position is located at the UNFCCC Secretariat in Bonn, Germany, in the Division of Adaptation, and more specifically in the Response Sub-Division, which supports developing country Parties, with a focus on least developed countries and small island developing States, in assessing impacts. , risks and vulnerabilities in the context of adaptation and loss and damage, and to develop, implement, monitor, evaluate and report on adaptation plans, policies and actions.
The Chief of Staff reports to the Team Leader (P-4), Loss and Damage Unit and supports the implementation of the Warsaw International Mechanism for Loss and Damage related to the Impacts of Climate Change (WIM), including the work of its Executive Committee (ExCom) and five thematic expert groups, as well as work related to loss and damage reporting arrangements. Your responsibilities
Within the framework of the delegated authority, the Associate Programme Officer will be responsible for the following tasks:

  1. Assist in the implementation of intersessional activities:
    a. Provide technical input to official documents through desk research and/or information synthesis, in particular, but not limited to, work streams (c) on comprehensive risk management approaches, (d) on human mobility and (e) on action and support for the five-year work plan of the WIM UNFCCC Executive Committee;
    b. Undertake research and analyse information on relevant processes, policies and practices related to comprehensive risk management, action and support, as well as issues related to human mobility in the context of climate risks and sustainable development, with a view to contributing to development and knowledge products. ;
    c. Compile and synthesize relevant information communicated/submitted by parties, partner organizations and relevant stakeholders and organizations for further review and analysis, in particular, but not limited to, activities related to the workflows provided for in point.
  2. Engage experts, partner organizations and relevant regional centres and networks in the development of targeted knowledge products and the co-organization of events to support the implementation of activities, in particular, but not limited to, those mentioned in point (a) above;
  3. Yes. Develop partnership proposals to support the implementation of activities, as appropriate.
  4. Assist in the preparation and smooth running of mandatory meetings and intersessional events, as well as side events:
    Yes. Prepare summary notes, discussion points, information and materials prior to meetings and events (e.g. background and information material, briefing materials and presentations);
    b. Provides reliable support during meetings, including taking detailed notes of discussions, summarizing key points emerging from discussions, and drafting meeting documents;
    c. Prepares draft reports or summaries of meetings and performs all related follow-up activities.
  5. Support the intergovernmental process:
    is. Prepares technical analyses and background documents to support negotiations under the direction of the Chief Officer, as appropriate;
    b. Drafts briefing notes, discussion points and background information and responds to requests for reports and assessments from the negotiating bodies’ contact points, as appropriate;
    c. Provides input for draft conclusions/decisions and takes notes and summarizes discussion points during meetings and consultations;
    d. Provides significant input in the preparation of other required documents (e.g. technical papers and summaries).
  6. Supports communication and fieldwork:
    is. Supports the development and implementation of stories and communication products
    relevant to the work described above;
    b. Maintains and improves existing databases and web portals, including, for example,
    relevant sections of the UNFCCC website, the WIM expert list and supports
    development of new elements as needed;
    c. Prepares relevant information and outreach materials for internal and external audiences
    (e.g. newsletters, social media, innovative communication channels, UNFCCC editorial).
  7. Your qualifications

  9. Required: Advanced university degree (Master or equivalent) in a discipline related to climate change adaptation (e.g. climate science, sustainable development, environmental studies, international relations, international law, economics).
  10. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of an advanced university degree.
  11. Experience
  12. Required At least two (2) years of progressively responsible experience related to climate change impacts, risks and vulnerabilities, adaptation and/or disaster risk management, including effective writing, synthesis and presentation of written materials or development-related issues.
  13. Language skills
  14. Required: Fluency in English, written and spoken. Knowledge of another UN language is desirable. What is the selection process?

Well-developed interpersonal skills in communication and relationship building. Good people management skills and excellent verbal communication skills
Ethics of telephone communication. Ability to listen, adapt, persuade to respond. Language Requirements:

Required Qualifications and Experience
BSc/HND or above in Logistics, Supply Chain Management, Inventory Management or a related field
Must have at least 2 years experience in a supply chain/inventory management environment
Strong knowledge of MS Office, Excel, PowerPoint and general computer usage
Ability to effectively manage competing project deadlines in a high-pressure work environment with varying degrees of supervision.
