This is an exciting opportunity to make a difference in primary health care in Sierra Leone by leading a dynamic consortium in the implementation of the innovative 5-year programme “Save Lives in Sierra Leone Phase 3”. As Team Leader (Consortium Director), you will be based in Freetown, Sierra Leone, with frequent visits to the 6 districts covered by the programme and to other locations as required. The role is sustained for a period of 2 years, which may be extended based on performance, and comes with a salary of €55,675 to €61,860 (Grade 6).
Saving Lives in Sierra Leone Phase 3 (SLiSL3) is a health systems strengthening programme funded by FCDO, building on its predecessor programmes, also funded by FCDO. The program aims to reduce the number of preventable deaths and morbidity among women, girls and children by improving the quality, availability, equity and access to reproductive, maternal, neonatal, child and adolescent health (RMNCAH&N) services. One of the main expected outcomes is the improvement of universal health coverage (UHC). The program started in December 2023 and will continue until December 2028.
You will report to the Country Director and the Program Steering Committee. Day-to-day liaison and coordination will be carried out by the Concern Program Director and the National Health Coordinator. You will work closely with national and international partners and beneficiaries, the core program management team, Concern technical advisors/specialists, program managers, financial and operational services, Concern HQ and FCDO.
The Team Leader (Consortium Director) will be responsible for the overall management and oversight of the program, including contract management and implementation, risk management and financial accountability, donor communication and liaison, external representation, relationship management with downstream partners and government counterparts, and ensuring compliance with donor and stakeholder policies and procedures.
You will be responsible for providing direction and support to the team, as well as technical leadership to ensure high-quality programming to achieve project outcomes.

Promote and ensure accountability to programme participants and wider communities, in line with Concern Worldwide’s commitments to the Core Humanitarian Standards (CHS) and the Do No Harm principles, and ensure high ethical standards during programme implementation. This includes ensuring that information on Concern’s accountability and safeguarding commitments is effectively disseminated to programme participants and communities. Ensure that complaints are received, managed and dealt with in a timely, fair and appropriate manner and that sensitive complaints, including safeguarding issues, are reported and dealt with in accordance with donor and grievance procedures, prioritising the safety of complainants and other stakeholders. at all stages. Provide general technical and managerial support during project implementation across all pillars, taking into account that partners will bring specific areas of expertise. Maintain effective systems to support all aspects of the project, including grant management, MEAL systems and technical assistance delivery, in line with organizational procedures and donor requirements. Ensure adherence to agreed project quality standards, MEAL guidelines, project frameworks and provide technical support to integrate monitoring and evaluation, accountability and learning into all aspects of project implementation. Ensure that project design and implementation represent good value for money (VfM) for the FCDO and that mechanisms are in place to effectively measure and report VfM.
