Cascadia Health Respite Program Description: The Respite Program is a volunteer program that takes place in a safe and relaxed atmosphere, away from stressors that can affect a person’s sense of security and stability. Respite program residents receive three meals a day, interact with the environment, explore hobbies, walk in a quiet neighborhood, and always receive on-site support from caring and knowledgeable respite staff. The Respite Program provides support to individuals who need additional stabilization due to a recent medication adjustment or who need a break from their current living situation that appears to be worsening psychiatric symptoms and who have been diagnosed with mental illness. Sites include the Tigard Respite Program, located in Tigard, and the Rockwood Respite Program, located in Gresham.
Responsibilities:
Leads and operates services at the site or agency in a clinically excellent and financially sustainable manner. Provides support and training to program managers and program staff to fully implement the treatment model. Assists in creating clinically excellent treatment approaches and evaluating client outcomes. Develops procedures and systems to support program goals, objectives, and mission. Determines staffing needs, recruits, hires, and trains staff in a manner that encourages and maintains diversity and cultural competency. Establish work plans and priorities for staff members, evaluate their progress and take corrective action as necessary. Conduct performance evaluations for staff members. Work directly with the Medical Director and Chief Medical Officer on medical staffing and medical/psychiatric treatment approaches. Provide active monitoring and training to reduce violence and the use of exclusion and restraint. Ensure staff take and/or participate in annual Pro-ACT recertification. Provide oversight and active coordination of quarterly isolation and restraint and trauma-informed care training to assist staff in meeting minimum annual training requirements. Work with managers to identify and nurture emerging leaders by providing leadership in developing initiatives and providing leadership learning opportunities based on strengths. Create and manage program budgets and monitor monthly expenditures by communicating with program managers, finance staff, and senior directors. Monitor, improve, or modify SRTF’s strategic plan through a process that utilizes the leadership team to advance goals and objectives. Assist in establishing and achieving productivity, utilization, and revenue targets. Identify and lead quality improvement activities routinely within and across programs as determined by clinical leadership. Provide leadership to managers and direct service staff, particularly promoting teamwork, performance motivation, and high morale. Assist with and respond to requests for proposals, requests for new services, and other growth opportunities, and develop research to advance Cascadia services. Establish positive working relationships with stakeholders and attend key community meetings, including provider meetings. Provide after-hours support for programs when the manager is unavailable. Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics. Assist in crisis situations, as appropriate, following emergency protocols/procedures and coordinating with the treatment team for interventions that promote a trauma-informed environment for clients and staff. Demonstrate responsibility for the safety of clients, staff and property; know fire regulations and evacuation procedures. Comply with mandatory abuse reporting laws and HIPAA requirements. Participate in collaborative treatment planning and service delivery. Ability to facilitate teamwork within a multidisciplinary team. Adheres to a trauma-informed, client-centered recovery perspective in addition to a psychosocial rehabilitation philosophy of care. Participates in major collaborative opportunities. Conveys knowledge of risk management, evidence-based practices, and systems of care. Researches and implements evidence-based practices within the program area. Demonstrates excellent verbal and written communication skills. Completes annual employee training requirements in a timely manner as outlined in facility licensing requirements and agency requirements. Participates in seminars, training, and other educational opportunities to develop professional skills and abilities. Attends all staff meetings, supervisory sessions, and other departmental and agency meetings. May perform CPR, first aid, and properly use AED equipment. CPR and first aid certifications are required and must be kept current. Perform other duties as required.
Qualifications
Education:
A master’s degree in a behavioral science field from an accredited college or university.
Demonstrates the competencies outlined in the Oregon Administrative Rules (OAR) to become a Qualified Mental Health Professional (QMHP). The holder must maintain their certification current and in compliance with the SRO.
Experience:
A minimum of three years of clinical service delivery experience (including two years of post-master’s) is required. Three years of supervisory experience is also required. Experience managing accredited residential programs preferred.
